ENSCG advises utilities on strategies for tackling the ever-growing needs of extra-large energy users, including Data Centers and Large Manufacturers. Our focus includes long-term supply and transmission planning, rate and regulatory strategy, non-traditional service frameworks, and shared funding mechanisms.

Aly Koslow has spent more than a decade leading regulatory and strategy groups at both public-power and investor-owned utilities in Arizona. She has extensive experience navigating State Public Utility Commissions and the Federal Energy Regulatory Commission, including developing comprehensive policy positions, implementing regulatory orders and advocating for pragmatic and balanced policy outcomes. In addition to her extensive work in the regulatory arena, Aly has led western market policy development and integration, and, most recently, lead the development of soup-to-nuts programs for integrating and serving extra-large energy users. Aly has served on numerous industry association committees, including advising the Board of Directors to the Southwest Power Pool and Executive Board of the Edison Electric Institute. She is regularly invited to speak on behalf of the electric utility sector at a variety of industry forums. An attorney by training, Aly is a self-described policy wonk and has a passion for breaking down barriers between utilities and other industry players to find creative solutions to our industry’s increasingly complex challenges. In her spare time, Aly enjoys good food, travel and spending time with her family. Aly resides in Scottsdale, Arizona with her husband, Mark, and her two young daughters, Olivia and Talia.
